Complex specifications are prepared and used for larger solicitation projects such as Request for Proposals (RFPs) and Solicitation for Offers (SFOs). The preparation of complex specifications are typically accompanied with, among other items, a scope of work, evaluation criteria, and technical and financial requirements.
